		<description>When you sign up for a credit card, it dictates if there is an annual fee or not. I think paying an annual fee should be avoided if at all possible. I get paying an annual fee on cards designed for bad credit and reward credit cards. 

If a consumer does not like the annual fee, they should avoid applying for those cards. There are plenty of cards out there that do not charge the annual fee.
